Drupal 10.1 changed how CSS and JS is aggregated.
The requests are now routed through Drupal like the image styles. So it it necessary to whitelist them.

This should be added to the docs or be added as a default. Please note that the location of the aggregates is now configurable:

Perhaps that asset stream wrapper can be used to whitelist all of these including the image styles.

Both of the new CSS and JS aggregation routes have been excluded.
