Create dev/new stable release which is compatible with Drupal 10.

Currently the only release version of Filter empty tags is v1.0 which is only compatible with Drupal 9.x. Currently there is no dev release so there is no way using composer (clean method) to install a Drupal 10 compatible version.

For a start can we can a Dev release so we can deploy and test the dev version which is compatible with Drupal 10. But a new release which includes the Drupal 10 would also be great.
