hide_revert_button and hide_discard_button config options not working and don't have a UI.

Problem/Motivation

A recent release split the configuration for hide_discard_revert_buttons into hide_discard_button and hide_revert_button. However, the Settings form and the implementation for the layout builder sidebar was not updated to use these new config options.
