Use of unknown class: 'Drupal\Core\Form\FormStateInterface'

Did you actually receive this error in Drupal's log or in some IDE while checking the code? I checked both D9 and D10 versions and ArgumentDefaultPluginBase class clearly requires the FormStateInterface:

/**
   * Provide the default form for submitting options.
   */
  public function submitOptionsForm(&$form, FormStateInterface $form_state, &$options = []) {}
