I have definitely seen this happen. I cannot, as yet, explain the circumstances under which it does.
I found this in 🐛 RequestedUpdateValidator should subscribe to StatusCheckEvent Fixed but it was in test site that had probably had a lot of unrealistic manual changes.
@phenaproxima I guess has seen this in other circumstance.
