Retroactive update fails if File doesn't exists in the public folder (file could not be copied because it does not exist)

Problem/Motivation

While moving the file Retro active update fails if file doesn't exists in the public folder but file path is used in the node field.

Steps to reproduce

1. Delete the already used file directly from the public folder.
2. Go to Filefield Paths and Retroactive update
3. Save settings

Batch process fails with website encountered an unexpected error and log shows the error

File could not be copied because it does not exist.
