D7: Can't fully uninstall quant and quant_api modules because they depend on each other

Problem/Motivation

When trying to test:

🐛 D7: Uninstalling Quant modules doesn't remove data Fixed

I wasn't able to fully uninstall quant or quant_api because they are dependent on each other.

Steps to reproduce

  1. Install quant_api
  2. Disable quant and quant_api
  3. Try to uninstall quant or quant_api, e.g. drush pm:uninstall quant
  4. Result: Error message To uninstall quant, the following modules must be uninstalled first: quant_api, quant

Proposed resolution

Only have one of them dependent on the other.

  1. Update code
  2. Review and test
  3. Commit :)
