D7: Incorrect configure link for some sub modules

Problem/Motivation

New summary

Found a couple problems with configure links:

1. Typo in the quant_file configure link
2. No quant_scheduler configure link (can link to scheduler module configuration page)

Old summary

I noticed that some modules have "Configure" links in the module list when there are no configuration pages for them.

Steps to reproduce

  1. Install quant module
  2. Go to modules page
  3. Review submodules
  4. Note the configure links

Proposed resolution

Update the configure links per the summary above.

Remaining tasks

  1. Update code
  2. Review and test
  3. Commit :)

User interface changes

Fixed configure link for quant_file and new configure link for quant_scheduler.
