D9+: Admin menu items don't match Quant tabs

Problem/Motivation

When you look at the Configuration admin menu for Quant admin pages, it only shows a subset of the pages available. This is more obvious with admin_toolbar installed.

Steps to reproduce

  1. Install admin_toolbar module
  2. Click on Configuration
  3. Quant will be listed towards the bottom
  4. Hover on Quant menu item
  5. Note the items shown
  6. Click on Quant menu item
  7. Note the tabs available via the main configuration page
  8. Compare the menu items and the tabs
  9. Result: They are different
  10. Expected: They are the same

Note this is the same issue if you look at the Quant pages listed on the Configuration (/admin/config) page since the menu items match that page.

Proposed resolution

Sync up the menu items and tabs so they match.

Remaining tasks

  1. Update code
  2. Review and test
  3. Commit :)

User interface changes

The menu items listed in the menu (or on the Configuration page) will match the Quant tabs.
