Quant 8.x-1.x phpunit failing in CI

Updated summary with error:

Failed to initialize container mariadb

My only guess at the moment is the mariadb:latest is causing some issue as there was an update after March when or tests were working. I'll see if we can hardcode it to the previous version to see if that fixes it.

I tried a bunch of mariadb versions and this gets it to pass so I'm make a PR.
