Add a lock around retrieving upstream files

Steps to reproduce
Install dev in Drupal 10.1 and try to load site with js/css aggregation. Inspect the css/js requests and see the broken page.
This is a problem with all d10 sites but its immediately visible in 10.1 because of the new js/css aggregation method.
Proposed resolution
Fix the dispatch argument order.
