Problem/Motivation

The table that is used at the moment for adding UI elements is clumsy and hard to use, because the element is not added directly to the region the user wants and afterwards it is hard to edit and sort the elements if they belong to different regions.

Proposed resolution

Use layout builder markup to build visual representation of the search elements and use modal dialog for adding UI element to region the same way block module does. Implement sorting and drag and drop from region to region.
