Core migrations using migration_tags to sort/filter migrations, there's no longer a need for migration groups, so we can

Steps to reproduce

Drush 11/12 providing migrate:import command with --tag=migrate_generator which works perfectly

Proposed resolution

- Create 2.x branch which will remove groups in favour of tags

- create 2.x branch and provide MR/patch for removal of groups
