Move old CWG minutes

This blocks redirecting the governance docs from d.o book pages to gitlab pages. See #3327844: Convert governance docs to markdown, redirect d.o page to Gitlab UI as canonical version → . Currently the documentation of the governance strucutre is mixed in with operational docs like the meeting minutes.

Let's add the blocker tag as well.

I have moved all the minutes to this project. The old and new links are in the Issue Summary.

There was no problem with the copy/past other than a bit of boredom. The minutes still need to be checked and then marked fixed.

I'll get the old notes deleted & replaced with redirects to the new issues. Thanks!
