I found this module while doing some research for a problem and was disappointed it only did the backend form. I found https://www.drupal.org/project/entity_display_tooltip → and created a patch to resolve functionality. I think it is worth merging the modules so that we have one module for field tooltips.
Merge https://www.drupal.org/project/entity_display_tooltip → into this module.
Get Merge approval from developers / maintainers
Merge the code. I'm Happy to work along with someone on this.

Thx for your proposal but I don't think that this is the case to merge these 2 modules. There are some serious reasons why and I don't prefer to mention them.
