Just tried on a different Drupal site with the same version of Drupal and Webform and it works.

I'm not sure what is causing this, I have tried creating a new webform with just one text field and the issue persists.

If I figure it out or how to replicate I will report back.

Tried uninstalling all contrib modules, tried uninstalling the webform module and reinstalling, not working. If there are any things I can try to shine light on this I'm happy to try them out.

Found the issue, it was because I didn't want the interface to change from the default language when on a page which is a translated page, because all my content editors are English.

So I turned off "Language from the URL (Path prefix or domain)." for the detection method for the interface.

I assumed Webforms would be classed as content for translation.
