I have fixed this issue and added a patch.

I attempted to resolve the issue using the '3360938-2.patch' patch, but encountered an
error: unrecognized input.
However, I manually implemented the patch changes in thecss/adminimal.cssfile and recreating a patch (padding-bottom-issue-in-header-region-3360938-3.patch), that is functioning correctly now.- Status changed to Needs work

I attempted to resolve the issue using patch #4, which was applied successfully. However, the changes made by the patch is not fixing the mentioned issue instead it's breaking the styling between the header and primary tabs.

I have created another patch to address the above issue as the #3 and #4 patches couldn't fix the raised issue. I am attaching a screenshot for reference, showing the state after applying the patch.
