Focal Point - create a short description

Description proposal came from "Categories" ticket - was misplaced. Please iterate on it.

Working on this at DrupalCon Pittsburgh

Provides the ability to choose a specific point in an image that will be marked as the center. All ratio changes and cropping will revolve around this point.

Merged this with something from the original that I really liked, which describes a very common use case for this module.

Assigned credit and marked as fixed.
