Guzzle error on accessing subscription plans without setting up chargebee

Problem/Motivation

Everything will work fine if we follow the module description.

But if anyone don’t follow the module description and try to access subscription plans page, then it will throw an error page.

Steps to reproduce

Go to /admin/config/system/chargebee

Proposed resolution

In this case, show the instructions on the page for the user to follow.
