Add chargebee.js file as a library and change the form element as optional CDN

chargebee.js file is required for the module functionality but it is not provided by default.

We should provide the chargebee.js file as a library file
In the form, the element asking for chargebee.js source can be moified to "Optional CDN source for chargebee.js"
