Opensocial fieldset only shows for the default theme

Hey tiagobdesiqueira@gmail.com, I’ve checked and we have some problems with the OS setting on the theme settings page if we use a custom theme as a default theme. I think it is a high prior issue. Can you check it?

I have followed the same steps to reproduce the both, i'm getting this window after open Social Blue theme (default theme)> Opensocial. settings. Attached the screenshot as well for the reference.
Please let me know if i missed anything.

the default theme is fine.

But now clone that theme. The fieldset no longer shows up.
