Link Attributes Widget - create a short description

Short Description
This module provides a tool allow content editors to add additional link tag attributes such as id, class, or target.

Just cleaning up the short description to make it better.

Proposed description relies on you knowing what link tag attributes are, so suggest adding some detail to clarify what link attributes do.

Lets you add in extra link tag attributes (for example ‘id’, ‘class’, ‘target’) to control how links display, function and behave.

I like and agree with Emma's feedback in #7. I tweaked that slightly based on the language I've seen used in other descriptions, and added that to the issue summary. Character count still looks good, now at 147.
