We, the mentoring team, are triaging issues for first time contributors at DrupalCon Lille and I think this is a good issue for the contribution day.
We are reserving this issue so please don't work on this issue if you are not at DrupalCon Lille. You can continue the work when the event is over. - ๐ฌ๐งUnited Kingdom cameronwelch
I am working on reviewing this as part of Drupalcon Lille

This seems a bit technical to me. How about something more like
"Allows administrators to add constraints (such as a minimum character count, required characters, or an expiration time) to user passwords, in order to enforce the creation of strong passwords." - ๐บ๐ธUnited States kurttrowbridge
I like the description in #5โjust trying to bring the reading level down further (without much success, so feel free to continue to tweak):
"Allows administrators to set password rules, like minimum character count or required characters, to ensure strong password creation."(also adding to the issue summary)

I think the proposal sounds really good, is informative and easy to read. Setting this to RTBC.
