Hi,
I checked on Drupal 10.0.10 and Drupal 10.1.2 with the latest codebase.
Each time $link['attributes'] is an Attribute object. See attached screenshot:
Without more info closing the issue.

@Grimreaper The issue was due to a wrong link preprocess. This has been rectified. You are correct, it's working fine now. Patch is not required.
