Problem/Motivation

Password policy update getting failed for the PostgreSQL database while doing drush updb

Steps to reproduce

Update the module to version 4.0 in the Postgresql database
Execute the drush updb.
Query getting failed for the install hook password_policy_update_8304(

Proposed resolution

Updated the query for the PostgreSQL database and created the patch for the same.
