Allow forcing a scheduled backup to run via Drush

When running a backup via Drush it should be possible to force it to run, even if it shouldn't run until later.

Add an option to the Drush commands to ignore the time restrictions when running a scheduled backup.

I applied the patch, but doesn't seem to work for me, how can I test it? I ran drush backup_migrate:schedule_backup and I don't see any new saved backups.
