Add a permission to access the ContentHub without being able to change configuration

At the moment there is only one permission for the Content Hub module. We need a more fine-grained permission structure where administrators are able to configure and access the Content Hub and webmasters are only able to access the Content Hub.

    There is a replacement for discovery interface i.e. dashboard in 3.x version of the module. Hence we will be deprecating the discovery interface.
    We have access permission for dashboard in 3.x version of the module. Feel free to use this patch, but we advise you to upgrade to 3.1.x version of the module. There will be no feature addition to 8.x-2.x version module only bug fixes will be done.
