Previously with the Seven admin theme, if the database credentials were set in settings.php (eg, through environment variables) on a fresh install when a user went to install.php, the "Set up database" screen would be skipped. Now it appears that with the Claro theme as the default this step is not skipped, but instead it brings you to this screen with the fields pre-filled.
This can cause confusion for users who might think that they need to enter in a database username or password on this screen, when in fact all they need to do is click "Save and continue". This is particularly true of the "Database password" field which will appear blank even when it is properly set in settings.php (for obvious security reasons).
