Support image rotating in media library modal on active theme

Problem/Motivation

Ratating image does not ratate image in real time in the media library modal of the active theme.

Besides, simple_image_rotate.js has a lot of issues with coding standards, and still uses jquery once which is removed in Drupal 10. I propose to switch to core/once.

Remaining tasks

Rewrite script and support fetching image from a new selector .js-media-library-add-form

API changes

Drops support of drupal 8 because of core/once, so minimum required version is 9.2
