Exclude the user entity type from "Entity: create new"?

Problem/Motivation

Since we have a new action for creating a new user entity from ✨ Simplify the creation of new user accounts Fixed

Would it make sense to exclude the user entity type from the "Entity: create new" action, to prevent users getting into the same problem again? We could also add a description to "Entity: create new" that the user is advised to use the new user create action instead for user entities.
