I am trying to follow this tutorial for Drupal 7 to 9 user migration with migration_tools:

I know this isn't your tutorial, but I am lost on how to use your module without it. I am getting the following error as soon as I am adding my custom module (without enabling): "The 'entity:user' context is required and not present."
Also the URL to get to find destination plugins is a little different than in the tutorial:
core/modules/migrate/src/Plugin/migrate/destination
And I am seeing only the following destinations but not a file for User and no User destination is defined in Entity.php:
