Incompatibility with Devel

Problem/Motivation

After creating the first rule, accessing /admin/config/people/user-restrictions fails with:
Symfony\Component\Routing\Exception\MissingMandatoryParametersException: Some mandatory parameters are missing ("user_restriction") to generate a URL for route "entity.user_restrictions.devel_load". in Drupal\Core\Routing\UrlGenerator->doGenerate() (line 181 of core/lib/Drupal/Core/Routing/UrlGenerator.php).

I can confirm this issue. Path becomes available if Devel module is uninstalled.

Ran into this issue also in other projects, so just wanted to let you know that this might also be a devel issue. Has a similar issue been reported over there already?
