Improve "Ignore Previous Dismissals" help text

Problem/Motivation

When the Sitewide alert is saved and the user has checked the "Ignore Previous Dismissals" checkbox it might be confusing as on page reload the checkbox remain unchecked. For a non-technical person using the sitewide alert the lack of information/help text + the checkbox "not being saved" will probably sound as a bug.

Proposed resolution

Improve the help text/description on the field to (wording can be reviewed/open to suggestions):

Select this when making a major change and you want to make sure all visitors see this alert even if they have dismissed it prior. Note: this checkbox will remain unchecked upon reload. The checked value is used during form submission to reset the site alert dismissible time.
