Change admin/config page listing to match module title instead of shortname

Problem/Motivation

Currently, this module's admin/config listing has "Configure r4032login" as its title. While r4032login is the module's short name, this could be confusing for some users.

Proposed resolution

Update the listing to use the module's descriptive title.
