Tested the issue on local, this padding coming only without login case and after login it's not coming (screenshot attached).
But for without login case Drupal backend toolbar showing their on top, without this padding theme header comes under this toolbar that's by padding needed here.
That's not an issue/Bug.attached a screenshot
