Error when Context with Facet block is saved on php8.1

Problem/Motivation

When facet block is included via Context then after saving the context on php 8.1 you'll end up with an error:
array_filter(): Argument #1 ($array) must be of type array

Steps to reproduce

1. Enable context module
2. Add some context at admin/structure/context
3. Place facet block and save

Proposed resolution

Fix facet block form rendering when facet_include array element is empty
