I think we've seen the need for global settings and optinal overrides per formatter in several modules. Something like this was for example aslo discussed for Photoswipe.
I think a good pattern might be to define the global settings on a settings page and if you need an override, add a checkbox to the formatter for "Override defaults" with a link to the settings page for the defaults, then the override settings should be exposed, otherwise defaults should be used.
An even more complex alternative would be to allow defining profiles, but I think that's too much.
Setting to "needs work" as tests fail.
