PermissionHandler class docs to specify how permissions are sorted

PermissionHandler sorts permissions, but you have to go poking around in the code to figure out how.

The class docs should tell you this - it's by module name, then permission label -- although that last part is buggy -- see 🐛 permissions are sorted by title but with the wrong comparison operator Closed: duplicate .

issue is dependent on the https://www.drupal.org/project/drupal/issues/3350481 🐛 permissions are sorted by title but with the wrong comparison operator Closed: duplicate , so as the prior is not resolved, keeping it in Active state
