Improve Varnish / Cookies issue documentation

Problem/Motivation

The issue reported with the module not working if cookies are not whitelisted in Varnish is also a problem if you use a third party tool to block cookies, for ex. for GDPR. The documentation should mention this and list out the cookies that need to be whitelisted.

Proposed resolution

Replace this:
VARNISH
Add Legal module's cookies to the Varnish whitelist.

With this:
COOKIES
The following cookies might need to be whitelisted in you Varnish configuration or GDPR solution:
Drupal.visitor.legal_hash, Drupal.visitor.legal_id
