drowl_layouts/layout_paragraphs_admin library not loaded in layout_paragraphs

Okay looks like we made a stupid mistake here and duplicated hooks, where it would have been correct to just add the drowl_layouts/layout_paragraphs_admin library in drowl_paragraphs/admin

So this will also need a fix in drowl_paragraphs and results in a cleanup here.
