Create a hook_update_N to update the block type description to EBT Quote

Problem/Motivation

We fixed the description of the block type EBT Quote at this issue 🐛 Fixed the wrong description in the block type EBT Quote is saying "EBT Text" Fixed . It'll works fine for the new users that installs, but for existent users we need to create a hook_update_N to update the block type description

Steps to reproduce

Proposed resolution

Implement hook_update_N -> Load entity with entity type Manager -> Set the description EBT Quote instead of TEXT. Save it
