All ages appears when it shouldn't in certain scenarios with In other words: Sequential terms formatter

Problem/Motivation

When using the In other words: Sequential terms field formatter, certain scenarios result in the display of the All items text, despite not all items being selected on the node.

Steps to reproduce

Configure a field to use the In other words: Sequential terms field formatter
Play around with a node having different values for that field.

Proposed resolution

Document the various scenarios in which this is occurring. Then fix those issues.

Document the different scenarios where the All items text is incorrectly displaying
Write patch fixing the bug
