All items text incorrectly displaying on node

Problem/Motivation

The All items text displays despite not all terms being selected.

Steps to reproduce

Configure a term reference field to display with the In other words: Sequential terms field formatter
Select just some of the terms for that field on a node.
View the node.

Oh wow so Clayton determined this only happens when the last term is not selected but all the others are, and indeed the code is presuming that all items is true and then marking false once it gets one that is out of sequence. The last item being missing means nothing is out of sequence. Lets try just counting for this.
