Assigning to apaderno. I believe he has suffcient access to be able to sort this one out, otherwise we need to escalate it to the DA.
AFAIK, joining a translation group at subsite "localize.drupal.org" does not have any impact on the same user's account status "drupal.org", so this may have been a coincidence (unless somebody with a better understanding of these sites know otherwise).

Once an account is blocked, only user administrators can see it.
As for recent changes, a user who logs in on drupal.org or any sub-site needs to have JavaScript enabled, or the account is automatically blocked because it cannot be verified.
I unblocked the account ( https://www.drupal.org/u/joao-silva → ).
Automatically closed - issue fixed for 2 weeks with no activity.
