UnknownPathExcluder is broken

Here's a fail patch with a greatly simplified test, to prove the problem.

Whoops, made a small mistake in that one.

@tedbow explained to me that this is actually working as intended, but the test is an incomprehensible mess. I'll deal with that later in another issue.
