Problem/Motivation

The Layout Builder Dashboards module has it's root Dashboard menu in the Top Admin Toolbar menu with sub menu items.

Proposed resolution

Move Dashboards menu link from the Top Admin Toolbar menu to the Gin Toolbar administrator menu
