Problem/Motivation

Research/interviews surrounding 🌱 [Plan] Improve field creation experience Active revealed a preference for fields to default a single value, and to only have multivalue related options appear if the field is explicitly set to being a multivalue field

Steps to reproduce

Proposed resolution

Find the code specific to conditionally showing multivalue config in this Drupal fork and port it to the dev branch.
Review wording choices in any new additions.

Assigned to me intentionally, don't want anyone to replicate work that has already been done. Once the preliminary work from Github is ported over this can switch to a regular unassigned issue.
