Type: Block (content) reference => Add links to the block library and block add form

Problem/Motivation

Users should be able to quickly add new blocks and open the custom blocks library.

Steps to reproduce

Proposed resolution

We should place two links next to the block_content reference field:

  1. Open Block library (new tab) => /admin/structure/block/block-content
  2. (+) Create Block (new tab) => /block/add

I think we should add this in a field/fieldgroup hook, so we dont need to gamble with configuration.
The only other way is adding them to the block_content reference field description (configuration update).
