For test performance: bundle FixtureManipulator's `composer require` + `composer require --dev` calls

Follow-up up to 📌 Update FixtureManipulator to work with InstalledPackagesList, real composer show command Fixed currently for each call to \Drupal\fixture_manipulator\FixtureManipulator::addPackage it make 1 Composer call. but if you are adding to non-dev project you may be able to make 1 call.

Duplicate of 📌 Optimize Composer calls in FixtureManipulator Closed: works as designed . See that issue as to why I don't think we should do it. Or at least not a priority right now
