Breaks "hover dropdown" functionality

Problem/Motivation

The "hover dropdown" library is attached by the Admin Toolbar on the $items['administration'] element, so when this is removed, the hover plugin is missing.

Steps to reproduce

1. Use the Toolbar Menu → module to create a custom menu with 2+ levels.
2. Log in with a user which has permission to view the custom menu you just created, but does not have the access the manage tab of the toolbar permission (defined by this module).
3. The result is that the dropdown functionality in this custom menu is not working as epxected.

Proposed resolution

Ensure that the dropdown library is included.
